<p>Ito ang mga eksaktong kataga na nakasulat sa pahina ng ating Saligang Batas. Bago mabuo ang konstitusyong ito, ilang dekada ng paghihirap ang pinagdaanan at pinagbuwisan ng maraming buhay para lang makamit ang kalayaan sa kuko ng dikataduryang Marcos.</p>
<p>Pero ano itong narinig natin buhat sa kinatawan ng Davao del Sur na  si Douglas Cagas? Ito ang ibinato nya sa mga nanonood ng kanilang deliberasyon sa Kamara: “You can shout but you are not members of Congress. You are just guests and [should] behave as guests.”</p>
<p>Nais kong linawin na ang kanyang pinasaringan ng mga salitang ito ay mga mamamayan ng Pilipinas. Sila ang tunay na may-ari ng kapangyarihan at sa kanila nanggagaling ang kung anumang kapangyarihang hawak ng mga<br />
nakaupong kongresista sa kasalukyan. Gaya ng sinabi ni Bayan Muna party list Congressman Teodoro Casiño, “…we are representatives of the people and the people have the right to tell us&#8230; they are our constituents and they have the right to speak”.<span id="more-42"></span></p>
<p>Sa puntong ito, nais kong pagnilay-nilayan ang mga nangyayari at mangyayari pa sa mga darating pang panahon. Kung sakaling matuloy ang pagbabago sa ating konsitusyon, itong mga kongresistang ito ang uupo<br />
bilang mga miyembro ng bagong Parliyamento. Sila na mambabatas at kinatawan ng ilang distrito sa Kabikulan na lubhang nasalanta ng bagyo. Bumubuhos ang tulong at pakikiramay maging ng taga-ibang bansa sa kanilang<br />
rehiyon, pero imbes na tumayo sila sa Kongreso at magtalumpati para sa pagluluksa ng mga nasawi sa trahedya sa kanilang lugar, itong mga mambabatas na pinagtiwalaan ng kapangyarihan ay naroon sa Kongreso,<br />
nakikipagdebate at nakikisayaw sa tugtog ng Cha-cha.</p>
<p>Ang konstitusyon na nais nilang baguhin ay binuo, pinagtalunan at pinaghusay na taon ang itinagal. Pinaghirapan nang napakatagal na panahon, dugo, pawis at buhay ang puhunan para lang makamit ang minimithing<br />
kalayaan, sa isang iglap ay nais baguhin ng mafia sa Kongreso sa loob lamang iilang araw?</p>

Mr. Speaker,</p>
<p>This is just my first term in Congress and coming towards the end of this first term, I, to be frank, have quite a number of frustrations when it comes to how we have voted in critical issues that will virtually alter the course of our nation’s history.  After quite a number of frustrations, here we are again, exercising not genuine democracy but what our people fear as the tyranny of the majority.<span id="more-40"></span></p>
<p>But, as I am duty bound by my constituents to be their voice in the halls of this Chamber, I cannot just simply sit here and idly watch…lose by default as they say.  Somehow, I still believe in the adage that the majority is not always right, and that the right will win the majority.</p>
<p>Mr. Speaker,</p>
<p>The very intent of the amendment of our House rules ultimately leads to one thing:  the changing of the fundamental law of the land, the form of governance from presidential-bicameral to parliamentary-unicameral.</p>
<p>In the last months that I have been going around the district, I never failed to ask my constituents, “Papayag ba kayo na palitan ang pampulitikang sistema ng ating pamahalaan mula sa presidential patungo sa parliamentary-unicameral at mawalan ng karapatang pumili ng magiging pinuno ng ating bansa? </p>
<p>The answer has always been Mr. Speaker, a resounding NO.</p>
<p>Our  colleagues who spoke earlier arguing against the motion have been quite clear and articulate in saying that the motion is out of order and something which even goes against the grain of the earlier rulings of the Chair with regard to proposals with regard to changing our House rules.  Napakalinaw po ng kanilang mga argumento at wala na akong nais pang idagdag.</p>
<p>I can only ask all of us to look deeply into our hearts, our conscience and listen to the voice of our people.  The motion is out of order.  </p>
<p>Mr. Speaker, hindi na po ako nagugulat kung bakit mababa ang pagtitiwala at pagtingin ng sambayanan sa kapulungang ito. It deserves to be where it is. No amount of explanation, justification, or cosmetics can redeem the honor that the House of Representatives used to have decades ago.</p>
<p>Pinakita po natin sa buong sambayanan kung paano natin nilalabag ang ating sariling patakaran para lang tumugon sa pansariling interes.</p>
<p>Mr. Speaker, ito po ay isang nakakalungkot at nakakahiyang araw para sa malaking kapulungang ito. Para sa akin, ang tamang dapat gawin ay tutulan ang mosyon ng Deputy Majority Floor Leader.</p>

<p>Many Filipino women who come to Korea with E6 visas end up working in bars and clubs in the vicinity of US military bases in South Korea. An intolerable number of these Filipino women have been subjected to sexual harassment, verbal and physical abuse, maltreatment and other human rights violations by owners of promotions or clubs and/or by their customers. <p>Nagsimula ang mga pangambang ito buhat noong kami nagdesisyong magtrabaho at manitili sa bansang ito ng walang legal na pahintulot ang Pamahalaang Korea. Pero ano ba ang nagtulak sa amin para yakapin ang ganitong sitwasyon. Ilan sa mga dahilan ay upang makapagtrabaho at makahanap ng isang kompanya at amo na mayroong panggalang sa aming pagkatao. Ang kompanyang maka-pagbibigay sa amin ng isang simple at ligtas na lugar upang kami manatili at irespeto ang karapatan naming bilang manggagawa. Kasama na rin dito ay ang kompanyang magpapasahod sa amin ng naayon sa oras ng aming ipinagtrabaho. At higit sa lahat ay ang kompanyang mamahalin kami bilang tao.</p>
<p>Subalit taliwas at eksepsyunal sa aming paniniwala, karamihan pa rin sa amin ay naabuso at naging biktima ng sistema ng ilang mga ganid na amo. Ang gipit na sitwasyon ang kanilang sinamantala upang mapayaman at paunlarin ang isang maliit nilang negosyo. At dahil nga mura at puwede ang delay na salary namin ay nakasalba ang kanilang kompanya hanggang sa mapabilang sila sa ilang mauunlad na pagawaan dito sa Bansang Korea. At eto pa rin kami patuloy na kumakapit sa patalim at ang karapatan ay tila ibinaoon na lamang sa aming mga puso.
